Workforce Development Services

Our Workforce Development programs provide the means and opportunity for adults, youth, and dislocated workers to learn new skills and to prepare for jobs.

Workforce Investment Act Programs

Adult & Dislocated Worker programs funded by the Dept. of Labor through WIA, to provide eligible individuals with career counseling, pre-vocational preparation, basic skills improvement, on-the-job training, occupational skills training and job search assistance to become gainfully employed. Serves Sullivan, Susquehanna, Tioga and Wyoming counties.

    WIA provides eligible youth seeking assistance in achieving academic and employment success through comprehensive activities that encourage school completion, improve educational attainment, and promote effective linkages to employers.

Welfare-To-Work Programs

  • Employment Advancement and Retention Network (EARN)

    Developed to address the needs of welfare clients with barriers to employment, EARN is designed to provide intensive case management, education, training, work activities, job placement and retention services, and supportive services to welfare recipients to enable them to move rapidly from welfare to work.

  • Supported Engagement Program (SE)

    Developed for adults that are receiving TANF and are currently enrolled in Department of Public Welfare's MPP program. SE is designed to provide intensive case management, education, training, work activities, job placement and retention services, and supportive services to welfare recipients to enable them to move rapidly from welfare to work.

  • Supported Work Program (SWP)

    Developed to address the needs of welfare clients with barriers to employment, SWP is designed to provide intensive case management, education, training, work activities, job placement and retention services, and supportive services to welfare recipients to enable them to move rapidly from welfare to work.

  • Outreach Services Component (OSC)

    Developed to assist TANF recipients an opportunity to participate in required County Assistance Office activities, avoid sanctioning and become self-sufficient.
